Here is a listing of the different divisions in DHRD that are here to help other HR Professionals in the State of Hawaii’s Executive Branch:
- Classification and Compensation
This division is responsible for administering the State’s classification and compensation systems and providing personnel management advisory assistance to departmental personnel offices on a variety of classification and compensation issues.
- Employee Assistance Office
The Employee Assistance Office develops and administers statewide low-cost/no-cost benefit programs for the Executive Branch. - Labor Relations
The Labor Relations Office administers the statewide labor relations program for employees of the Executive Branch who are covered by a collective bargaining agreement; provides assistance to management on employee-employer relations, contract administration and training matters; and negotiates collective bargaining agreements.

- Workers’ Compensation and Safety
Responsible for handling claims filed by Executive Branch employees (not including UH and DOE) and the legislature who suffer injuries/illnesses arising out of and in the course of their employment. This division also assists departments in identifying hazardous working conditions and develops strategies to eliminate or mitigate the identified hazard.

This office works to ensure compliance with all federal and state non-discrimination laws for all applicants and employees of the State Executive Branch departments under the direction of DHRD.
