Labor Relations

The Labor Relations Office administers the statewide labor relations program for employees of the Executive Branch who are covered by a collective bargaining agreement; provides assistance to management on employee-employer relations, contract administration and training matters; and negotiates collective bargaining agreements.

There are three (3) public employee exclusive representatives and nine (9) bargaining units within the State Executive Branch.  The Hawaii Government Employees Association (HGEA) represents the largest segment of the workforce, followed by the United Public Workers (UPW), and Hawaii Fire Fighters Association (HFFA).
