Resources for State Employees

Here is a listing of the different divisions in DHRD that are here to help you as a State Worker in the Executive Branch of the Hawai‘i State Government:

  • Classification and Compensation
    This division if responsible for administering the State’s classification and compensation systems and providing personnel management advisory assistance to departmental personnel offices on a variety of classification and compensation issues.
  • Employee Benefits
    The Employee Assistance Office – Benefits Section develops and administers low-cost, no-cost benefit programs for employees of the State Executive Branch.
  • Learning and Development
    DHRD supports the development of our State employees by providing both self-paced/on-demand and facilitator-led training appropriate for their positions.  
  • Labor Relations
    The Labor Relations Office administers the statewide labor relations program for employees of the Executive Branch who are covered by a collective bargaining agreement; provides assistance to management on employee-employer relations, contract administration and training matters; and negotiates collective bargaining agreements.
  • Workers’ Compensation and Safety
    Responsible for handling claims filed by Executive Branch employees (not including UH and DOE) and the legislature who suffer injuries/illnesses arising out of and in the course of their employment. This division also assists departments in identifying hazardous working conditions and develops strategies to eliminate or mitigate the identified hazard.

  • Equal Employment Opportunity Office
    This office works to ensure compliance with all federal and state non-discrimination laws for all applicants and employees of the State Executive Branch departments under the direction of DHRD.
