The Department of Human Services, Child Welfare Services (CWS), is committed to ensuring the safety and permanency of children in their own homes, or when necessary, in foster care. When foster care is needed to ensure the safety of the child, the emphasis is to place the child with relatives or kin. The CWS programs include family strengthening and support, child safety, foster care, adoption, independent living and licensing of resource family homes, group homes and child-placing organizations.
